Elevating a state agency’s accessibility, usability, and equity

The COVID-19 pandemic led to a surge in traffic to government websites, like those for unemployment insurance, causing errors and delays due to outdated technology. To modernize and enhance digital equity, a state Department of Labor (DOL) agency hired Modus to conduct Web Content Accessibility Guidelines (WCAG) and usability audits across 14 websites. American Rescue Plan Act (ARPA) funds were utilized for this project to enhance accessibility and usability for online unemployment claims by claimants, employers, and DOL staff.

In addition to WCAG AA compliance testing, we evaluated key usability factors: reputation, navigation, task orientation, layout, and content. Our recommendations provide the state agency with clear guidance to meet standards and a roadmap for continual improvement.

Giving digital inclusion a signal boost

To expand Sesame Workshop’s programming to vulnerable families in rural areas with low-bandwidth internet access such as refugee camps, we designed the WhatsApp Early Childhood Education Intervention Chatbot to deliver content worldwide. We also created a customized device that can create its own local Wi-Fi network and a custom projector app to deliver content in places without internet access, mobile devices, and even power. These solutions are being piloted in remote refugee camps, helping bridge the digital divide to meet the needs of more children and families. These multi-country experiences are available in Spanish, Portuguese, Mandarin, Japanese, Kurmanji, Arabic, and English.

      An accessible home

      USAA, a leading financial services company for U.S. military members, is committed to serving individuals with disabilities and their families. So when they partnered with Modus to create a native mobile and desktop application to help its members select a real estate agent for relocation, it was essential for their digital experience to meet strict Americans with Disabilities Act (ADA) compliance standards. 

      Modus made sure the content, user interface, and functionality were compatible with assistive technologies such as screen readers and easy to understand, all while making sure the design looks great for all users.

        Content simplified with Gen AI

        Globally, the average reading level is lower than you might expect. Creating easier-to-read alternatives to complex copy has traditionally required manual transcription — a timely and costly process. Until now. Our Content Simplifier changes all of that. Our Chrome extension rewrites content on the web and makes it easier to read, using the power of generative AI to lower the reading level while preserving accuracy and quality. The reading grade can be simplified to a “high-school” or even a “middle-school” reading level based on the Flesch–Kincaid scale — turning complexity into clarity in seconds.
